Returns a Windows Special Folder value by either a numeric value or as a special string value.

Certain common string values are supported:

• "Program Files Common"
  
• "Program Files"
  
• "Documents Common"
  
• "Documents" or "Documents User" or "My Documents"
  
• "Send To"
  
• "My Computer"
  
• "Desktop"
  
• "Application Data"
  
• "Application Data Common"
